Good question, if a player is put on waivers and is not claimed, then the player returns to the original team. A team can only pick up a player if the released player has been picked up. Thus, if a team knows a player can't be picked up elsewhere, they're prolly best not to do anything. If they don't want him on the team, or he doesn't want to be on the team, the team is probably best suited to find a trade for a draft pick to a team or set up some kind of arrangement with a team (ie- trade the payer and a high draft pick for just a low draft pick etc.)
